The current European funding program, Horizon 2020, which started in 2014, has already secured Portugal with 200 million euros in R&I projects.
The European Commissioner for Research, Science and Innovation, Carlos Moedas, highlighted the importance for Portugal to increase its participation in Horizon 2020, mainly in the business, sector, and the importance of expanding the program to more entities and companies.
The current National funding program, Portugal 2020, comes through the SME Internationalization Incentives for I&D to enhance the Portuguese participation in European projects - Horizon 2020.
What is it?
Support for projects within Portugal 2020 aimed at assisting the preparation and submission of proposals to R&I programs financed by the EU or industrial R&D projects at European level, and to stimulate the participation of Portuguese companies in international R&I networks.

R&I Public Entities
Consulting services acquisition for proposal writing to R&I Programs
Travel and stays abroad necessary for the project’s execution.
SME: non-refundable incentive of 50% of eligible expenditure;
Non SME: Application of the minimis rule;
-Do not include expenses prior to the date of the proposal’s submission, except money advances and feasibility studies;
-Demonstrate economic viability (SMEs: FA ≥ 15%, non SMEs: FA≥ 20%);
-Maximum duration of project’s execution: 24 months;
-Submit a plan for participation in international R&I programs and networks;
-Companies with less than 1 year of activity, should finance their project with their own funds ≥ 20% of eligible costs
